Please elaborate on:

:8infinity_Growing: What is the exact error code that you're getting ?
:8infinity_Growing: What are the steps that can be used to replicate the problem (what you do in order to get such error) ?
:8infinity_Growing: What OS are you using ?
:8infinity_Growing: What (OS user-) account do you use to launch the Steam / Game ?

:8infinity_Dizzy: I've also made sure to remove any permissions issues. - I assume you've played around with the local permission access levels; could you share such as per Volume / Directories that the game files (and Steam, Pagefile) are on ?

:8infinity_Growing: Have you tried to manually copy / edit / delete the files from the locations used by the Steam / Game ?
:8infinity_Growing: Do you have other software that can / is setting up the file hooks and is running alongside / in the background ? - most of the AV/AM/AC software do such thing, it'd be best to limit working processes to only those necessary to run the Steam / Game for the sake of taking this off the checklist

Sorry; you're kinda all over the place here...

OK, for now, just make sure that you'll run the Steam Client as an Admin...

And let's get your download queue fixed first. That should be fixed by purging the download cache of Steam.

    Steam > Settings > Downloads > Clear Download Cache (require re-log into Steam)

Once that's done - check for any Steam Client updates (update if necessarry);
Then verify the BDO files (don't update it atm.) from under:

    Library > BDO > Manage > Properties > Local Files > Verify the Integrity of Game Files

Let me know how this step worked out, then we'll proceed further.

Hi, I'm glad that you have finally managed to get the download to complete.

As for the troubles with launch - there are a few easy steps that usually help in such cases, quote from another thread from this forum:
