"Not Enough Resources in Storage"

I have 6 rough stone stored in Velia.
I have a worker in Velia
I have a refinery in Velia
When selecting my refinery I'm being told I don't have enough resources in storage to craft Black Stone Powder (requires 2 rough stone)
What am I missing?

I know this question is going to seem out there, but....
Do you have enough empty spaces in your Velia Storage, like 3 or more squares?
If no, try making some free space and attempt your refinery again.

Yes there is enough space. Since posting this I've had it work sometimes randomly and the same thing happen seemingly at random. I'm assuming its a bug.
