Report a translation problem
When you get the error from the PA Launcher when it tries to patch, click ok to the popup error, and then click the Scan File button (lower right) in the PA Launcher. The button looks like the words Scan Files in a bordered rectangular box. It doesn't really look like a button, but it is. Let it go through its whole downloading and patching process. It worked for me, hopefully that should make things work for you. 😊

i'm on my third reinstall after doing scan after first reinstall. the scan files has not helped me
Try this:
01) Through Steam Verify Game Files.
02) Play BDO, the PA Launcher will come up and start patching. Most likely will get an error popup of some sort. Click ok on that error. Wait for the patcher to stop proceeding or seem to be doing nothing.
03) Then click the Scan Files button and let it do its thing and hopefully you don't receive any errors while its doing it.
04) When done and if you did not receive any errors, click Start Game.
(NOTE: The regular PA Launcher patcher and the Scan Files option pulls from different download pools).
Sometimes, something is either missing from steam or missing from the game when an update happens. Steam only sees its files to work and the PA Launcher only sees the files it needs to work. The two don't always work in conjunction with each other. The above instructions forces that to happen.

I would have started the check anyway, but thanks for the tip (and the word here - the bug is bad, but seeing that you're not alone is somewhat reassuring).
it did end up working after the latest stated reinstall, then a scan files. third times the charm lol
Update : looks like it was fixed as I tried it in the morning and the patch worked and it loaded.
1. open steam bdo folder ... \Steam\steamapps\common\Black Desert Online
2. delete bin\BlackDesert32.exe
3. delete bin\BlackDesert.dat
4. delete bin64\BlackDesert64.exe
5. delete bin64\BlackDesert64.dat
6. delete paz\pad00000.meta
Start launcher and wait for downloads to complete.
