Obtaining Sovereign weapons

If I correctly understand, can't I use my (PEN) godr-ayed main weapon to craft a Sovereign main weapon? Why does this only work with (PEN) Blackstar..?

I would really recommend to add a crafting method to directly use an existing godr-ayed weapon too. I think a PEN godr-ayed is (was) a little more expensitve to create (enhance), compared to Blackstar...

you can convert your pen godr into a pen blackstar back and forth for like 15m silver or smth just do that
