Report a translation problem
I keep mine as low as possible (which is 30%) because turning it up any higher creates that problem where everything is obscured.
I'm going to upload the sample of my video and post it with a transcription of my graphical settings I use so you can try my settings. I still think the issue is having higher than 30% effects opacity, but that's not relevant anyway since I'll transcribe all my configurations for comparison when I'm done.

My graphics card is Nvidia 3080.
My graphical BDO settings are as follows.

That's all my settings. I definitely don't have that glare problem. Keep in mind if you ever change any settings, you need to close the game all the way and then start it again to get the new settings correctly. A lot of the BDO graphical settings do not change without a game restart.
I believe it's related with the "Remastered" and with some hours of the day when the sun is bright at a specific angle.
I read your answers as some kind of "It happens only to you".
I will play a bit more with the configuration and see if I manage to get ride of it. I don't really want to remove the "Remastered" option neither.
- Magnus Quest Line (cannot be done without it)
- Thundercloud Kutum (its game mechancis require you see colors only visible with effects opacity enabled)
- The new PVM zone's main quest line (markers on NPCs to whom you need to talk are only visible with effects opacity enabled)
Once I enable effects opacity, even if I then disable it, I get that effect you see in your screen shot. It only goes away if I disable it all the way and then close the game completely and reboot it.
I didn't enable effects opacity for the test because it's a pain in the neck to turn off.
