Low Quest Item Drop Rate

I'm doing a quest called as Finest Cooking Ingredients - Hunt Grassback Crabs to get grass with red berries. I have checked on several websites that the drop rate is 20% but I get none after killing hundreds of them.

The same issue is also happening at the first/ second/ third slate piece quest. I've spent hours to craft one slate piece and since then I didn't receive any drops and I had to give up the quest.

Saw one guy commented that there is this issue where higher level character will get lower quest item drop rate at lower level area, is this true? It's quite annoying.

might be honestly, i had to run around navarn steppe for like an hour to get one junk drop for a stupid little sidequest over there the other day

Yeah this is a very serious problem that needs to be addressed.
Whenever I make new a season character the most annoying thing that I have to deal with is finishing the quest items, especially from low level spots.
Somehow PA keeps ignoring this issue, or maybe no one doesn't bother to send PA a ticket.

I ran into a similar issue on the normal servers, way back when, finally doing the Naga Enthusiast questline.
The character I was doing the quest with was 61st level and I spent hours at Swamp Naga's trying to get the Naga Webfoot to drop. It would never drop.
Finally, I created another character, got it to 20th level and went to Swamp Nagas.
The Webfeet started dropping nonstop.
This goes to show, if you are over leveled for an area, your drops stop happening.
