The fastest way to get yona fragments is to melt yellow grade necklaces (preferably the cheaper ones like Serap) into Yona fragments. You can searchon internet for exact returns of melting yellow grade jewelry of different types, but when I need Yona Fragments in bulk fast, I melt the cheapest yellow grade jewelry I can find. I did this, for instance, with the Jetina PEN quests.
However, if you're not in a hurry, call up the Monster Zone Info in the Escape Menu:
ESC->Adventure->Monster Zone Info
Type in Yona in the search field, and it will tell you what zones drop Yona fragments for free. And just hunt there and make silver and other loot while you get free Yona Fragments.
You can use the Monster Zone Info feature for anythig to decide where you can hunt that your gear is strong enough :)
Yes, I melted countless serap and similar necklaces for the Jetina quest to make a PEN ring (and I'm happy I did that as I still use that ring).
On my main I created a PEN ring of crescent guardian with Jetina's quest and a TET ring of crescent guardian myself. I wear a PEN Capotia necklace a Seasonal Alt got and a TET Okinrad Belt (I can't remember if I made or bought it as well as TET Narc Earrings.
But most of my jewelry for all sixteen of my characters I just created by enhancing. When I loot magic items, I ever sell the following any more:
- Forest Ronaros Ring (wonderful stats for alts with both AP and DP)
- Serap Necklace (great for alts, though I don't use on main)
- Okinrad's Belt (I like this for all characters, main and alts)
- Narc's Earing (wonderful stats for both main and alts)
All other magic items I sell for silver because the penalty for breaking them is bigger than the silver I get selling them. As I said, I made on TET ring of crescent guardian for my main, but I'll never craft another of those for any alts.
That's all background to answer your question about making Capotia jewelry with Yona fragments. Take the Capotia ring, for instance. It's 14 AP.
The thing is, a 14 AP ring isn't terribly hard to make yourself with enhancement. So you can either make a capotia ring for 14 AP or enhance jewelry to TRI (or TET if you're daring) to match or top that. (A TET ring of crescent guardian is 17 AP, FYI, but TRI isn't too hard to make).
So let's say you want to make a 14 AP ring.
You can either spend a ton of Yona fragments (a sensible thing to do if you got them free), or you can melt a bunch of jewelry to get the fragments and make it. But if you're going to melt that much jewelry to make a capotia ring, it comes out cheaper to make the 14 AP ring through enhancing.
Either make a 14 ap capotia ring free if you got that yona fragments from hunting, or make it through enhancing (or buy on central market, of course).
You also get some jewelry making Seasonal Characters, but just a few.
If I ever found myself with a bunch of Yona fragments I don't need for any quest, yeah, I might make something for an Alt, but generally I save the Yona fragments for quests that ask for them (those quests usually have good rewards).
I know I gave you a really long answer, but I think your question is complicated. There are pros and cons to making capotia jewelry. I didn't take that approach, but you ay find it suits you.

If you use them to make accessories.
Know you are making the base accessory, not enhanced.
Do your calculations.
The silver you actually make from making them, may not be worth the silver you spend in doing it.
