Unable to start VIgorous Velia quest

I am trying to get the free boat, and if I press O i found the fisrt quest. When i click it, the black spirit pops up, but the vigorous velia quest is not listed there. There are only suggested quests, and main quests do not show there. Is this the start of the questline or do I have to complete mysterious request first under great sea calpheon. This is confusing, and cant find anything on it.

From the list of missions, you are shown a part of the missions present in the game , if that mission is in the list of various missions (main , secondary , etc.) just click on any mission and it will direct you immediately to the npc or the place of start of the mission.

If nothing of this happens, try to read the descriptive text of the mission, some missions, you have to read and do what they ask of you without you having the "greenish light" that guides you tendentially in the missions .

If it is not a chained mission, which normally after the title in the list have e.g. numbers 1/4, you can try to abandon it and redo it , it may be that it has buggered or that you have made "incorrect steps".



If you continue to fail to do so, you can also access the report/help system from within the game, but this will take time . Do something else while you wait .

i pulled up an alt who has done fewer missions, but he was located in velia next to bartali, the quest showed up for him under suggested. so later I will check to see if it does the same for my main. thanks
