Report a translation problem
Right click on the Windows Start button and go to System.
From the left pane of the System window, click Advanced system settings.
On the System Properties window, switch to the Advanced tab.
Click on Settings found under the Performance section.
On the Performance Options window, switch to the Advanced tab.
Press the Change button under the Virtual memory section.
On the Virtual Memory box, check the Automatically manage paging file size for all drives checkbox.
Restart your computer.
It was already on but ok I un ticked and ticket again, been empting Usercache, reinstalls of the game even a RAM change and RAM tests but nothing works. Game seems to ask for over 16 GB RAM to start and can´t get around it.
Support stopped reply my email and just have to wait till they fixed it.

@Fran7x: Have you allowed the game through your firewall? At any rate, try the following to see if it helps.
Download the bdo.bat file from the link below.

Place it into your Black Desert Online game directory.
C:\Program Files(x86)\Steam\SteamApps\common\Black Desert Online <--- place the bdo.bat file into this directory.
With the Steam Client running, launch the game from the bdo.bat file by double clicking it.
@Aka: Your issue is different to OP. Would you mind listing the fixes Support had you do, but didn't work? Saves me from listing the same ones.
Flush Windows DNS cache.
Right-click the Windows Logo on taskbar and select Comman Prompt (Admin) -- or press the Windows logo + R to open the Run menu and type in 'cmd'.
Type: "ipconfig /flushdns" and press enter.
After the above is done, don't exit Command Prompt, but do the following:
Type: "netsh winsock rese"t and press enter.
After that's complete, restart your PC.
the advise from support was what i posted:

The other steps i took where deleting the Usercaches.
test RAM and replace the RAM with another set I have both 16GB 3200mhz and 2400Mhz.
Reinstall the games several times.
I can see now the servers are under maintenace I´m positive this will fix it

No, no, thank you for posting all of that. : ) You're very kind. Fingers crossed the urgent manitenance will fix this issue for those that it remains stubborn.
Although, I must say, I've been here long enough to know that these urgent maintenance patches are only a Band-Aid fix, and NOT at all a permanent fix.

I spend €600 in less than 2 months on a game i can´t enter. No reply from support. Think i will switch to Bless because this is a total rip off.

I then found a fix for the said error and submitted it, but was quickly brushed off and told that it ONLY affects Windows Insider Preview Builds -- this is not true, as the error also affects stable Public release builds now. Furthermore Insider Preview builds will eventually make it to public release builds of WIndows, but I guess they didn't care to test the errors and fixes. Madness! : )
No compassion or care for customer loyalty -- and to think some people blindly defend the developers, is even more amazing.
I love this game, but have a very different opinion on the Dutch Team handling the localization of this game, and with the actual developers, Pearl Abyss.
At any rate, don't give up. There is always a solution. Let's start off with you posting me your Windows version and build numbers. Windows should always be up to date, but to know that the version and build numbers are important.
Then clear your Steam Download Cache, allow the process to complete. It'll be complete once Steam asks for your credentials to login. Then simply reboot your PC, re-login to Steam and launch the game.
Clear your Steam Download Cache by right-clicking the Steam client in the Taskbar > Settings > Downloads > Clear Download Cache.
While you're at it, and I know you've performed some of the fixes below, perform them again as the urgent patch could be conflicting with the cache and usercache files.
Delete the 'usercache' folder titled 'Black Desert' located in your Documents folder.
C:\Local Drive > Users > (your username) > Documents > Black Desert
Also delete the 'Cache' folder in the game's directory as well.
C:\ > Program Files (x86) > Steam > steamapps > Common > Black Desert Online > Cache
