Sorry can't make the story better. It does get better once you get into the later parts of the game but nothing close to most western or Japanese games. Story for most people is lootin and scootin and just skip all the dialogue.
Yes, the UI is atrocious. You are correct, it is the worst of any game I've played too, MMO or not. However, you can edit the UI after a certain level (I think it's level 7, maybe 13 or 20?). Some elements cannot be moved frustratingly, but they can all be hidden to make the UI as clean as you like, just retaining the functionality you want.
So whilst visually it's pretty gross, and has no style or flair to it whatsoever (compare it to Guild Wars 2's masterpiece of a UI for example), it is fairly customisable, and that is its saving grace.
I fully agree, this UI is the worst I have ever seen in game. People who created it probably never played any game in their life. unfortunately you can't get rid of the malware popups.
I recently nearly died because of the malware they pushed all over my screen (login bonus) when I used shai's skate movement (very fast speed) near the cliffs.
It is that bad probably on purpose, we just have to figure out which one.
