If yes, did you do the account transfer before the deadline many months ago?
If no, then all is gone and you will have to start from scratch.
If yes, you did the transfer or your account is a newer account, when the Pearl Abyss launcher comes up, look at the region at the lower right. Is the correct region selected when you played last?
If no, change to the region you were playing in and start. Your characters and all should come come up for you now.
If you cannot find your region, know that if your played last in one region and now you are in another region, Steam BDO is Region locked.

Now, if it was you want a total 100% fresh start and you happen to be on the EU/NA side of the house, just choose the opposite region and it will be as if your started anew. 😊

You can buy the non-steam version of BDO direct from PA and create a separate account.
That will start you 100% at zero as well.
You can delete your characters and what is in your inventory to start from zero on your original account, but you cannot zero out the energy, Contribution Points and other things like that if you want to keep your old account.
it does not solve issue with missing family quests and all land discovered. is it that hard for you guys to issue few database queries to delete someone's account? I doubt, it's the easiest thing. what then? if you can't give it for free then sell it for few bucks. I had to purchase game again just to get rid of explored data.
This is such a bad idea not to have this feature. I havn't played IN YEARS .. I don't remember anything and the lack of a restart means I do not get to reconnect with expoloration, discovery and the fun of exploration.
Big mistake.
