With that out of the way, what are your specs currently and what settings do you run?
I'm running an old AM3+ system.

i run a beast of a rig and with a max lvl 8 corsair i can still encounter this issue riding past citys with boat loads of people
GeForce GTX 1080 || Intel(R) Core(TM) i7-6850K CPU || 3.60GHz (12 CPUs) || 32gb RAM || High speed and dedicated drives for installation/playing so that said computer isn't affected as much.
Methinks it's just for those people breaking the render-barrier, seeing as we can't really break the speed-barrier. Considering the size of the world, which has no instances to speak of, not to mention the graphics in general, it's no surprise that there are some hiccups. Ironically, I find that less annoying than how everything is always 'popping' into view while you're running.
It's an easy addition, plug it in and mount it as a new drive. Then copy or use Steam's game move feature to put it there.
With new consoles finally getting SSD's you really don't want to be left behind on traditional hard drives.
