Don't think so, the transfer seems to affect your existing characters, but I have no more info about that.

If you haven't seen an email yet, they may be staggering the mail-out, or you may not have your email address set up on Kakao properly. Or it may have ended up in spam.

- email address setup properly (as I completed that transfer and received both emails during this process, code & confirmation)
I suppose they just didn't send out these emails out to inactive users (users who haven't logged into the game since very long time), hell, last time I logged in to the game was when they were still using that xing guard anticheat which I heard from the same friend that it got removed.
They may have classed this as a marketing email by mistake and followed everyone's opt-out requests.
