Can I turn off the notifications that keep appearing at the top center of the screen?

I have these constant notifications at the top of the screen, apparently applying to what everyone around me is doing, I don't need to know that and it's distracting.

Where can I shut it off, I've looked but can't seem to find it.

Yes, they can. One thing that is highly recommended is to spend some time customising your UI to your liking, as by default most everything is activated (basically to let you know those options are available).

For those billboard notifications in particular, go to your Settings (Cog/gear Icon in your escape/main menu) then 'General Settings', then 'Alerts', and basically de-activate everything you want.
