Can't start Legendary Blacksmith quest
I am lvl61 on my seasonal character and did the simplified story and am trying to finish the season pass, I can see the legendary blacksmith quest in the black spirit and I can track it to the start npc however the npc does not have the quest. Is there a fix or do I have to make another character and re do the whole story?

Have you acticated all quest types in the quest filter?

Yes I have enabled all the quest types when looking at him
