Open Certificates.
Look for Repair. If repair is there then good you have the knowledge.
If the Repair knowledge is not there and you do have the 1000 Amity built up with the Velia Blacksmith Tranan Underfoe interact with him and select the white chat option. One of the chat dialogs should be about and give you the Repair knowledge.
Buy an anvil from a blacksmith.
Go inside your residence.
Click on Place Mode.
Select the Anvil.
Move your mouse cursor to the floor of your residence.
Once you are in a good spot where you would like the anvil to be, click your mouse to place it, choose the place option from the pop up.
If the game complains, then you are too close to the wall or something. Keep moving the cursor until you get the whitish color which means good you can place it here.
The item you want to repair has to be in your on person inventory, not equipped.
After you have placed the anvil, get close to it and interact with the anvil by pressing R on your keyboard.
A pop up will come up for you to right click on the repair item in your inventory to put it on the anvil, click Start Repairing.
The long slow repair process starts happening.
When the repair has finished the animation may still continue. Just move away from the anvil to stop it.
EDIT: What I have noticed with Amity requirements is sometimes you need to be 3 or so Amity points above the requirement before the requirement actually registers as achieved.
