If on a new char/alt, you start the quest through your Black Spirit; [Special Aid: Fughars Letter] to swap PEN Naru gear for Narchillian Gear.
bear in mind though, you need to have completed the Calpheon Main questline & be Level 50+ or alternatively Be Level 56+ on your new char/alt.
Each quest can only be completed once per family as well, so make sure you pick up the weapon on the right char, otherwise the Narch stuff is not character bound, so can be handed to other chars in family.
As for non-seasonal character stand point players that's on a char which is well established. They have all their boss gear which is enchanted quite well and everything. In cases like that those beginner stones would be worthless. If you got them from questing since we all know they are char bound once you get them.
But for a player which is not well established they don't have any boss gear. In those cases those beginner will be useful. They can enchant Naru gear which is more easy to enchant compare to other gear.
Once the Naru gear is at PEN at some point they will be able to exchange that for Narch gear. Which is good enough to last them for a while in game.
