Amity game: how to increase interest level of NPCs ? (not how to increase amity)

Ok, I know how to play the amity game and how to increase my chances of winning it. However, I cannot find anywhere how to increase the interest level of any NPCs. I mean, in the amity game you are always looking for those that give you a 100% success or close and just leave out all the others. But in cases where the majority of those NPCs have a success ratio too low because their interest is too low, then how can you increase their interest level permanently ?

Dump energy into the town node and level it up.
That´s what I heard, hope it´s true.
But you still get random starting point chances, so quit and restart the convo when your chances are too bad.

no this link does not help at all. All the guids and tutorials I have seen so far do not say how you can increase the interest level of any NPC.

It´s one of the really wierd parts of this game, nobody is really sure how exactly the base interest levels work.
If you just don´t have any luck with the minigame then simply wave at the NPC instead of engaging the convo, until eventually the level is high enough for what you need.

you gotta talk to literally everyone and look at every single thing. the more knowledge you have the better. then you talk to an npc and engage in the amity minigame.
