Have you tried verifying intergrity of BDO's game files through Steam?
Right click BDO in Steams game library > Properties > Local Files tab and click "Verify integrity of game files".
If this doesn't work I suggest clearing your BDO gamecache. Go to your documents folder > Black Desert and then delete "UserCache". This will cause some of the UI and settings to reset.
Also going to your BDO installation directory by right clicking on BDO through Steam Library, properties > local Files > Browse Local Files > And delete "Cache".
It was a clean install off the game, doubt any of that would change anything, and yes i clicked apply and confirm several times.
That's a bummer, sounded like that when i looked in Google, but was kinda wondering if anyone had found a workaround since most of them were 2016 posts.
I've tried that as well, and still nothing. I wonder if it has anything to do with windows updates or temp files being cleaned.
Try going into the game folder under stteamapps/common/bdo and right click the executable and check off admin rights.
Try it out.
Even with a clean install files can corrupt and continue to cause issues. I'm not entirely sure either if a clean game install completely removes and renews the cache within the documents, so I suggest giving this process a try. It's a process of elimination that's suggested directly from the developers for this exact type of issue.

Clean install as in, first time ever, there was nothing there before.It's not a case of past settings corrupting, its a case of something brand new, so it's a game issue.
No point in doing that, game runs with admin rights by default.
Having a first time installed game doesn't protect files from corrupting. Your edited UI and game settings are saved to the cache so this is usualy of interest when issues start occuring involving these things.
It even advises on the official forum thread "The Cache is a place where a lot of visual information and settings are stored for your game, and if you run into issues, clearing the gamecache often helps", but you seem almost unwilling to go through that process and sure that's not the fix without even attempting it.
I think you might be unhelpable with that being the case.
I think having the user fix their issues is the problem in the first place xD, but i'll try my luck with that i guess, but i don't see that helping from an IT perspective.
So far i have removed:
BDO from Steam Folder,
BDO files from the Documents user folder
Xigncode3 (xhunter1.sys) from \Windows
and the Xigncode3 Registry Key
am i missing anything from the game?
You removed all these things, reinstalled and still had the same issue?
What's your PC build?
And are you trying to turn on or off GPU Low Power Mode and Auto-Optimize Framerate?
Didn't have time to reinstall yet, just making sure i have everything clean beforehand.
The GPU Low Power Mode i was trying to make it stick to off, and the Auto-Optimize FPS to stick to 40 but it kept reseting to 20 on restart.
Will have to check this, the color filter still resetting is fine since i was going with the default one anyway.
