first archer title

i've seen a few players running around with this particular title in the last couple of weeks, the titles page in-game says it's an event reward, but which particular event and when did it occur? also, is it still possible to obtain this title?

ps, there doesn't seem to be much information online except sites such as bdocodex listing it as existing but no further information...

The archer title was among the voucher codes given out during the twitchcon. I don' think you can get it any other way.
