Nope it is entirely possible, Fallout 4 speedrunning is limited to 60FPS because you character runs faster (covers more distance in the same amount of time) the higher your fps is, if you have ever coded a game you would know that one of the easiest ways to execute code is per frame. But i do agree that its bs and should be time based.
