Exchanging Fisher's Token for bait is not working

Where can I turn in the Tokens for fish bait. I've tried the only "fisher" I know and I assume they mean the otter fisher, but the otter in heidel didn't respond. Where else can i try getting the exchange done? If this is bug please BDO, let us know a fix soon. thx

All this otterfisher stuff isn´t implemented, AFAIK.
Don´t know myself why I still keep that crap.
