needed:

maids = minimum x3-5 the are 10 dollar each = 30-50 dollar
Weight = all of it, range from 6-20, so roughly 40-50 dollar
5 pets = 10-11 dollar each, so 50-60 dollar (note these are only t1, but you would want t4, this will cost you x2-4 t1 to turn into t4 on RNG!)
some artisan memory for repairing gears = x100 cost 40 dollars (barely enough to repair 1 yellow grade weapon x2-3 times to max only, not enough for what you plan to do), expect to spend 40-80 dollar on this
horse costume - 20 bucks
costume/outfit = 30-60 bucks
boat skin = 20-30 bucks
inventory = x2-3 of these will do, cost 30-40 bucks

and some other small extra stuff ...exp buffs/etc...

All these stuff will add up to roughly 500 more or less, the avg player will spend 1000+ to enjoy this game, so consider what I mentioned optimal enough, but still have to work extra hard to earn somt stuff for free

That being said, top PvP players try to bypass that grind. :p

If you take it slow, and dont try to hit top tier lifeskilling/PvP youre fine with your initial purchase.

You wouldnt. I havent spent a dime yet on bdo and i play it quite often. It all depends on what your deffinition of enjoying a game might be. For me leveling, grinding, craftting, and the many other things this game offers is more than enough for mne to enjoy it. If u wish to stack up against others in pvp quickly then theres plenty of things you can buy to ease your journey purely for the sake of convience, but nothing more than that. Is convienence worth your money? Either way not a dollar imo is required to enjoy bdo. /endrant

When grinding in high level areas you need pets because you won't have time to pick up stuff because you can get killed by another player when doing the pick-up animation.

Pets are a nessecity late game this is undeniable.

What's that? You can buy off of marketplace? Good luck competing with the bots.

i dont think, but for best horse seem you need to spend a lot money

They give you extra buff in horse exp while training and movement speed, same with Boat skin, they provide more speed and other stats, they are necessity, not just for convenience. Honestly, alot of the stuff in the cash shop are neccessary, without it, you won't enjoy the game as you want to....because PA decides to slap a price tag on necessary items that can't be obtain ingame and the only other way is to BID on these cash shop items through the marketplace if someone every list it.

I forgot to mentioned the swimming suit, also cash shop item, to swim properly at the sea or you will drown trying to swim and swim so slow that it makes you wanan quit
