Right-click start, select Run and type winver to get the Windows version and build number.
That's not the error code for XIGNCODE3, rather it's the iteration version that's running in the background. That is the normal functionality of the program.

Ah, alright, I see, In that case, perform all of the fixes below.
1 ) Run the game with Admin priveleges.
C:\Program Files (x86) > Steam > steamapps > common > Black Desert Online > bin64 > BlackDesert64.exe <-- right-click > Properties > Compatibility > Run this program as an Administrator
2) Delete your 'usercache' folder and the game's 'Cache' folder.
Delete the 'usercache' folder titled 'Black Desert' located in your Documents folder.
C:\Local Drive > Users > (your username) > Documents > Black Desert
Also delete the 'Cache' folder in the game's directory as well.
C:\ > Program Files (x86) > Steam > steamapps > Common > Black Desert Online > Cache
3) Clear your Steam Download Cache by right-clicking the Steam client in the Taskbar > Settings > Downloads > Clear Download Cache.
4) Download the bdo.bat file from the link below.

Place it into your Black Desert Online game directory.
C:\Program Files(x86)\Steam\SteamApps\common\Black Desert Online <--- place the bdo.bat file into this directory.
With the Steam Client running, launch the game from the bdo.bat file by double clicking it.
Give it a few minutes, it should pull through from the black screen.
If it fails to get past the black screen, then try downloading and installing Microsoft Visual C++ files below. These are safe and directly from Microsoft's servers - the game would have already installed them but sometimes they can get corrupt or go missing, thus giving you a black screen error that hangs.

Also, please try verifying the integrity of game files: in your Steam Game Library > Black Desert Online > right-click > Properties > Local Files > Verify Integrity of Game Files.

After you've installed all of the Microsoft Visual C++ Redistributables, try running the game from the bdo.bat file again. Also, verify the integrity of your game files again, as well as performing all of the fixes I posted, again.
Some people are lucky, whereby a small fix is all it takes. A very small group of people will never resolve the issue in order to play the game again, unless it's pn another PC. This frustrates me because in this day and age, something like that should NEVER be an issue, let alone the reason.
