Report a translation problem
Locate the folder where your Black Desert Online folder is contained (usually on C:\ drive) and look for the folder _CommonRedist. Click through it all the way until you come across two folders for the years 2013 and 2015. Then click on them and install all of the files that you see (the process is super quick to install).

Since it took you so long to download the game, you should do a 'Backup' of the game first before outright uninstalling it. And then use the 'Restore Game' function to reinstall the game again, NOT only will this retrieve any missing files automatically but it'll save you a tonne of time without needing to redownload the entire game needlessly again.
On your Steam client, where it says 'Steam' on the upper left corner, click on it and select "Backup and Restore Games". Then simply backup the game to the destination of your choice. Once the Backup process is complete, uninstall the game from your library, and use the Restore Games option to reinstall your game again.

I gave the OP a possible fix, and if that didn't work, I told him/her to reinstall, but without having to redownload everything on their slow connection, by using the Backup/Restore feature. One fix does NOT always fix them all, despite how ignorantly and arrogantly you wish to put it.
Speaking of OP's slow connection, there's no real need to download from that link as the one supplied with their Black Desert Online is good enough, and besides, there's no need to download anything, as its there already.
Hardly. I guess you've never heard of the term, being detailed oriented. My post was not just meant for OP, but for those that are computer Illiterate as well. I say again, the OP has a very slow connection, and by showing the exact path where the files are, there's no need to download anything.
Also, the older VS C++ versions are worth installing, as not every company out there updates theirs with each and every new release, and it's not at all a hindrance to have either.
So spare me your indignation!

What you should do though, instead of a reinstall, is to move the game install folder to a local drive, and run the game from there -- not an external harddrive.
To move an install folder:
Right-click the game in your game Library using the Steam client. Go to Properties > Local Files > Move Install Folder.
Then simply select the local drive you wish to move the Black Desert Online install folder to -- and run the game
PLEASE try moving the Install Folder first. As I suspect the fact that the game is installed on an external hardrive to be the issue as to why you're getting this error message.

Aye, I saw that reply of his, albeit late, and wasn't able to post. I hit post and got an error message. Later I found out that it was locked.
I was disappointed by his mannerism, as you were ONLY being nice and helpful, but he instead chose to lash out on you, unfavorably too.
Hence I didn't hold back when I replied to him on this thread. Only a small-minded and self-centered fool lashes out at those trying to help them. I said I was rooting for him (funnily, that very post, on his thread, got deleted by the MOD who locked the thread, lol) -- look how he treated me here, lol!! He has some very serious issues!
