One of the reasons I don't play WOW is because of the monthly fee. Because sometimes I don't feel like playing a game for days or weeks.

No. There is an optional subscription that gives buffs for 30 days, but you do not have to buy it.

Hell no, you don't have to pay and if you leave for 1 month you get rewards and can rejoin a group of servers that have an exp buff for a whole month. It's a win win if you get bored of the game

You don't have to pay every month.
There is a Value Pack item which is the equivalent of a subscription package, giving you bonuses for the duration of the package. It works out at about $15 a month.
But it's not necessary. You can play without a value pack, just with more 'freemium'-style limitations (less inventory space and carry weight, lesser returns on marketplace sales, etc).

You can also buy Value Packs from the in-game marketplace on occasion, so you don't always have to use real cash.

No. But being originally designed as a F2P game, the game will consistently encourage you to spend money after the initial purchase (pets, weight, inventory, storage and a variety of other things). So keep that in mind.
