Is this game just poorly optimized for AMD hardware?
FX 8300 OC 4.5Ghz (temps are below 50c about 38c with full load)
RX 560 4G Vram (are at its normal 70c)
12G 1866Mhz Ram

50fps on max settings @ 900p (Not attacking)
28-38fps when attacking a monster

Because of the release of BDO on console + it will just look (way) better bcs of the lighting imo and everyone will probably receive more FPS for the downscale for console i guess (or in general just better optimization lol).
So maybe you want to consider buying it on console if it still doesn't work properly after the patch. Wait for the game to finally be optimized and especially; when it will actually be release, as of the content delay NA / EU has compared to KR (the optimization patch).

Maybe not the response you wanted to hear but i'm also thinking of upgrading my laptop or desktop due to FPS issues since they are talking about a console version, you don't have to bother with upgrading your 'gear' if things don't work properly. As of now: downscale settings to medium or even low. Loads of good players are playing on lower settings to receive max FPS possible and a smooth gameplay. Unfortunately BDO isn't the best optimized game out there; especially not in max settings. :(

yeah my main problem is my GPU but because of miners prices have skyrocketed...I bought my rx 560 for like 128$ now its like 200$ its crazy but hopefully they will opitimize better

Using AMD's Radeon software it cleary says my pc meets all recommended specs besides my GPU which needs an RX 480X or better this game is not CPU based its GPU based

Also it seems these ryen 3's also beat an ryzen 5 1400 in benchmarks doesn't make much sense to me but yeah i already looked into those some ryzen 3s are 200$+ and others aren't doesnt make any real sense to me lol also if you look at the % for gaming/desktop/workstation the higher % on the ryzen is very little ( the ryzen 3 1200 is 120$ vs 99$ FX 8300)

37% seem a lot for me ^_^

maybe they release ryzen 5 1400 too earlier, it seem they need 2 extra month to fix some problems

i remember they said than with ryzen 3 amd finally fixed so many problem for gaming cpu and than it started a better competition against intel for gaming cpu

anyway this video seem to confirm than ryzen 3 is really good even if the price is so cheap :^)

An FX 8300 overclocked to 4.5ghz (all cores) beats an FX 9590 in benchmarks for CPU-Z so don't compare an stock FX 8300 to the ryzen 3 1200 compare the FX 9590 since its closer the % isn't much of an difference from fx 9590 vs ryzen 3 1200

seem for gaming the difference look big enough, now if workstation is important i can understand why people love the 9590, but we talk video game here ^_^

Point is the FX 8300 can handle any game the ryzen 3 can at least for now so there isn't a huge point to upgrade as of right now but i do need a new GPU for sure lol

For me the game is wayyy too CPU depending reaching too high temps in crowded areas.
Then again high settings. (even at lower settings it doesn't change much, more so in crowded areas)

Anyway black desert recommend gpu is an RX 480x I have an RX 560 as for CPU black desert recommends phenom 810 (this is from AMD's radeons software) So yes my cpu is NOT the problem and black desert IS an GPU base game...Not trying to give any false info as i hate when others give me false info like blaming my cpu for zero reason lol

AMD Crimson is no way correct about spec recommendation. Even PA is not correct about spec recommendation.

First and foremost, AMD FX is THE processor architecture that almost made AMD bankrupt. Talking about how bad it is, the i5-2500k released at the same time wiped the floor in terms of gaming. In term of MULTITHREADING workload, i7-2600k wiped the entire AMD FX lines. That was ages ago mind you.

Ryzen is AMD's come back and miraculously rescued the company from the verge of bankruptcy. Ryzen 3 runs circle around AMD FX-9590 at 5.0Ghz easily, for much cheaper without investing in 250w TDP CPU cooler. Ask anyone who know a smidgen about CPU, they will laugh at AMD FX-9590 because it's a space heater. Winter is coming? Forget it, AMD FX-9590 will burn your Winter.

Anyway back to the game, BDO utilise multithread OKish but it will still like strong single thread performance. I would absolutely recommend to avoid AMD FX and get Ryzen.

You should lower your settings to med and high mixed, the fx cpu is a 8 core cpu but very weak cores, and the 560 is a very low end gpu, you could probably play the game at 1080p med settings easily

Maybe but everything else points to the GPU as the problem also i my fx oced to 4.5ghz stays under 50c at max load without watercooling so lol
