Apply to entire account. Tier 5s are faster than T3s.

When used, it is bound to one character. Hence why you also got a rental one. (I think the permanent one gets bound, I know the 7 day one does.)

Can I redeem these items whenever i want and on whatever character i want?
I'm not sure, I never bought the package. It'd probably be safe to assume you'd want to use your main.
I wish they would just make this stuff for every character. I know they want to monetize everything and think making people buy bag storage for every character means more $$ but I rarely spend money on games/packs that are single use or "rental". On the other hand, I have spent a TON of money on Neverwinter and Star Trek Online. I think they both get the store markets right. The packs in each game apply to all characters. There are single item purchases as well but you have options. As a side note, I am a lifetime sub on STO and I still probably spend a couple hundred a year on it. A game like Archeage? Zero because everything is for a single character. At $24 I may just try it anyway because it's cheap but it will definately affect if I buy items in the future.

Tough to say, there are character bound ones but lately only Santa has been dropping bound ones, but you can claim them when you want and the number you want from your mail (don't bother until you're beyond lvl 56.

-Put them in a stable and any character can take them out, horses, boats, wagons are all family shared but only bound to the character when they are not put away.

-These are sadly, character bound, use it when you focus on a main, may even want to use it for your boss toon (you'll die a lot, nice to be able to whistle your horse from where you'll spawn) or on your gathering toon (my mains are my gather toons).

You get ONE set of your choice of life clothes, this is SERIOUSLY worthless. You can swap them between family but they are super easy to buy on the market.
5 Housing Coupon

Houses are shared, you get 5 house items, get them unique and you get a house bonus OR get 5 beds, you can carry them with you in pearl inventory and they weigh nothing. Run out of energy, rent a house, pop down the bed, recover extra energy whenever you need it. Housing points aren't really worth it, people spend hundreds to get their housing points up for a near worthless monopoly worker node no one uses.
Pet of choice

You going to grind or life skill? Dog for combat, cat for life skill. They will pick up loot and give you XP/stat buffs, nothing more.
AND FINALLY - some games force you to apply these items to the FIRST character you create. I'm an altaholic so generally my first character is never my main. Can I redeem these items whenever i want and on whatever character i want?
You have to login to their website to redeem them, initially the claim was a single package from mail, this made a bunch of people angry, my friend even claimed his stuff on a toon he no longer plays so just look at what the mail gives you, should be individual items now, not a single "box".
These can be bid on at the marketplace with in-game silver so that you don't have to spend money on outfits. My husband and I have won 10 or more outfits each just from camping by the market and bidding on outfits. You can also get things like pets off the market (a lot harder than outfits), more value packs (quite hard, but possible), and cosmetic armor for your horse if you want it.
The only time you'd want to buy outfits is for the lifeskill costumes (bound to one character, can not get on the market) or limited time outfits for like Halloween and Christmas (if it interests you).
Weight can be increased via the value packs and also from varies ways in-game. Inventory is the one thing you'd want to buy if you plan to do lifeskills like fishing.
You don't log into their site if you have the steam version.
We only have access to their forums from logging into steam, I'm pretty sure.
