You can buy it off the market and upgrade it yourself, or you can buy it enchanted. It's sought after so you will need a bit of patience.
You can check the official BDO forums. They have a sub-forum for each class and players share their gear builds and discussions on what gear/crystals work best for them. There are also class specific Discord servers, though I'm not a member of any, so I don't have links unfortunately.
Anyway, you can buy gear from the marketplace, and if it doesn't work, or you discover something better, you can always sell it again later. I've done this with several characters.
I'm not a min-maxer, so all my characters run around in Grunil or some variation thereof.
Btw, If you care at all about the cosmetic items, it's best to take advantage of the rookie discount. Without discount, you have to pay 30 real money instead of 20 for a full set.
Certain mobs drop certain items. I think all the mobs in Mediah have a chance to drop Grunil pieces (among other things) and Elites have higher drop rates.
Grunil can also be crafted at a Tier 3 Armor Workshop (I used the one in Calpheon), you just need to have the mats in storage and send a worker there once you have unlocked the workshop.
And finally, you can buy Grunil from NPC Mevo Muranan in Altinova once your amity with him is high enough (be warned, his amity game sucks).
And you can buy base or enchanted armor in the Marketplace.
Some people like enchanting. I don't. So I bide my time and buy my gear with the silver I make from selling all my loot and such.
