Eh, if you understand how gearing works in this game, then you know that you spend exponentially more silver to get minimal gains. For instance a full tri player can still easily beat a full tet player if the tri player is slightly more skilled yet the tri player probably spent 1/5 to 1/10 the silver to get the tri gear vs the tet gear.
Also for alot of classes the green ult offhands are BiS or close to BiS and getting a TRI off the MP is fairly easy and only cost 147 mil. I can make 147 mil easily grinding like 7 hours over the weekend with this blackstone event, or I can just afk process/wait for materials come in from my workers and get 147 mil in like 4 days from just my worker empire/afk processing.
4 days afk is nothing I wouldn't say is super hardcore to get 1 BiS/close to BiS gear.
you dont need tet gear to do well in pvp... maybe if you suck and need to be gear carried
Berserker is pretty much the king of 1v1, their chain grab combo and 3 big healing skill that can make you go from 1% hp to 100% hp just makes them more difficult to fight in 1v1. It doesn't mean they aren't beatable though.
Smallscale GvG - Dark Knight would be best in GvG due to her insane mobility, kiting skills, yet large aoes and damage that can nuke people down. She's also very annoying to fight due to her mobility so most people in smallscale gvg can't focus on her right off the bat while she slowlys picks them off from the sideline.
Largescale GvG - this obviously goes to wizard/witches (which ever is your style) most people would go with wizard duo to aqua prison and lava pool ability to lock and nuke. Wizard/Witches naturally have large AoEs

1. Ninja
2. Valk
3. Kuno
4. Tamer/Sorc
5. DK
6. Musa/Maehwa
7. Striker/Warrior
8. Berserker/Wizard/Witch/Ranger
As for if you have any question about "best for pve" it's naturally wizard/witch as well. But in all honesty you don't really need a "best pve class" if you are focusing on pve because you should just focus on having fun when it comes to pve. Especially if it's going to be the character you'll be grinding for, for hours

I also just realized I didn't fully answer your question for open world pvp, but it's very very vague to just say "open world pvp" without specifying on whether it's 1v1, smallscale gvg or largescale gvg. The enviroment also take part in Open world pvp due to trees and other objects your computer has to generate it may lower your fps which will also play a part in pvping. So I'm still sticking to my answer above. You may seem fragile sometimes especially if someone flags on YOU because they always get first hit. (Don't forget potions are obviously used in open world pvp)
I had a bit of trouble deciding which one is harder, I feel musa is easier in terms of PvE and Maehwa is easier in terms of PvP, DK is more about the "shift" key if you aren't used to pressing shift for literally majority of your skills she becomes harder. Also with the recent nerf she requires more skill now to manage especially with more stamina consumption and no stamina recovery while using her mobility abilities. One of her iframes also got changed into super armor so currently for now I'm putting her above Musa/Maehwa - You can just put them within the same row it's entirely opinion wise
However 1v1 is a meme in this game which has no significance whatsoever, no rewards only concequences, so you're looking at a character to just meme with.
Personally i have a zerker, but he's less for 1v1ing and more for greifing players for the spot to grind on.
1v1: ninja, tamer, berserker(?), prepatch-dark knight
3v3: witch/wizard, warrior, musa(?), dark knight
large: witch/wizard, warrior, berserker, dark knight, sorceress (?)
Of course, this is all opinion but as you can see I have dark knight in all of them because it's quite versatile. Berserker is like rock, paper, scissors: ranger and musa/maehwa give him problems as well as any gear grapple resisitant player. Majority of classes rely on grapple to win a PvP match except wizard/witch, musa/maehwa, and sorceress that don't have a grapple.
Sorceress and witch/wizard are party reliant because they buff the party. Sorceress as an ability to give everyone +20AP. That's basically 10% extra damage for endgame players. Witch and wizards have 2 if not 3 abilities to heal and protect the team during a heated battle and is also considered an assassin class due to it's ranged nuking capabilities.
Lowest tier pvp imo is Ranger, maehwa and striker. The ranger is AP and accuracy reliant. I'm talking about 150AP to a ranger is equivalent to a 100AP witch because "ranged" attacks are nerfed, awakening although melee seems to be doing "ranged damage" nerf capabilities, and is the only class required to carry chugs of both HP and MP even in PvE. Maehwa is single target reliant, however not as glorious as a ninja or tamer. She seems to lack ranged stiffness which she suffers a majority of the game in comparison to musa. Striker seems beast but doesn't do a lot of damage. The only pro for striker is hitting players with forward guard. I suppose he's like a valkryie class in which you are the attention, tank, and stunner but unless you're fighting in a party there are classes better than him.
btw, these tiers will change when "enlightenment" comes out.
