Helm Destroyer's Belt and Necklace of Sealed spell question

Okay, I have these 2 items. It's belt for 2AP and 60LT and the necklace is 6AP. They have a set effect for set: 2AP all and +12 accuracy. At first glance, it's pretty low standards, probably just one below the ancient guardian seal and weapon core for a total of 10AP and 7DP w/20accuracy. After grinding helm and elric for so long, i decided to say "what the heck" and transfused the necklace and belts into PRIs with zero stacks. They were both 100% successful without failstack for any of them. Now I have bother with a combine 12AP and 2 DP w/bonus 2AP and +12 accuracy for a total of 14AP/2DP +accuracy.

Now that I have all of you up to speed, I suppose I'm saying that this is an equivalent exhance for the ancient set, however my question is: are the 100% success transfusion just luck on my end, or can anyone do it? And if anyone can do it, can you go even higher with a 100% success for duo, tri, etc...?
