Can't Accept Quest

I saw that I had an Available Quest called 'Techthon and Quality Iron', so pressed 'O', found the quest, and auto-ran to the NPC. Once there, I clicked on him, wanting to start the quest. But when the NPC menu came up, it didn't show the quest. I went around and searched for other NPCs, thinking that maybe I ran to just a general area whre the NPC could be, but I still couldn't find the quest giver.
I then went online and searched the quest, but when somebody clicked on the NPC that I first went to, it actually showed up with the quest.

So, why can't I accept the quest?

It is because this guy is not Techthon.

Techthon has vanished from the game (and all his related quests with him) since last patch.

Probably a bug.
