what do you mean? everyone plays on the same servers. there is no "over here" and "over there."
I do like this idea of hiding some of the junk to help with the lag you get in towns. For me the biggest problem is all the horses and carriages. It would be cool if there were seperate toggles for things like other player's mounts, the level of detail at which other characters are rendered (for people that still want to be able to see others but not lag to death).
you can already hide other player's pets and effects.
He may mean Korea, which does have separate servers.
As I don't believe you can do anything to other player parked mounts in town anyway.
Obviously they would only work in safe areas as you would want to keep an eye on any threat once you leave them - aka pvpers.
