Craft one yourself, a rowboat is pretty easy to make, it just takes a bit of time.

There is a building in Velia where you can build a simple rowboat or a raft.

Other cities have shipyards where you can build higher quality ships but they take longer and the materials are harder to get.

If they can find a place to get on without falling off, I don't see why not. Ofc, the bigger the boat the easier it is for people to get on it.

I've been working on building myself a boat. The waters are calling to me. I'm starting off with a raft and going to work my way up. It makes for a nice goal to work towards. Much better than simply buying one since there's no fun in that hehe

I hear there is a Guild Galley that is bigger but I'm not in a guild so I don't know much about that. You could probably Google it and find a guide or somthing.

I bought my first boat, the fishing boat on the market which took about 30 bids to be able to get. After that I decided to go for the Epheria Sailboat and just finished it a few days ago. Took me 20 days but I love to sail around the sea and fish now. The materials to make your own fishing boat are very cheap and with a decent amount of workers you can make one in about a day. The best place would be Epheria for me since it's so peaceful. Only problem is that the closest market is in the north of Calpheon.
