Depends on the type of fishing you are going to do.

Epheria is best all rounder, high durability that you can upgrade
Balenos for AFK fishing
Triple-Float for when you have a boat and know where hotspots are
Steel fishing rod if you are literally sitting there active fishing

I need to make a steel fishing rod, but I'm lacking coal, where the fudge is coal?

Can someone direct me to a coal mine? I'm residing in Heidel City at the moment, so directions from there would be appreciated.

A Japanese friend of mine also wanted to know, but neither of us could find how to get to Keplan quarry, lol.

Keplan quarry is north of Keplan, which is somewhere south of Calpheon. There's a few other coal mining spots, but I'm not at my computer right now, so I can't name them off the top of my head.

I recommend checking out somethinglovely.net. It's a great map that can help you find whatever you're looking for.

You could also just try to buy coal off the marketplace, if competition isn't too tough there.
