Either purchase them on the marketplace (good luck with that), or they can be obtained by mining them yourself from most rocks.

So stock up in energy, buff up your gathering, and grab the best pickaxe you can.

you can buy the powder on the market as well but it sells instantly it seems like ppl haVe scripts to purchase it or something.

Pilgrim's Haven is a really good spot to farm for rough stone. (it's in the desert area.)

not scripts, people have pre orders on them.

You can start looting crystals as early as Heidel Quarry (lv 12) and grind them in processing. This is the accepted way of obtaining black stone powder.

The rough stone method requires you to obtain a worker and a workshop. Using Processing will result in polished stone.
