You are trying to use up a +0 rod to do so yes? You have to recover max durability this way. +10 each time. And it's 'recover max durability' under repair.
Because when an item is not at 100% max durability, and it's not been repaired you will have:
Red: Durability you still have
Grey: Gap between durability and max durability
Black: Missing max durability
Restoring Max durability does not repair the current durability of the item, so you have to actually "repair" it.
It will look like this:
------- 55 / 85 (100) ----------
Where the part in brackets is the max durability you *could* reach. If that number is not the same as the second number, then you still have to repair max durability.

I was buying out the same kind of rod (balenos) for an hour to upgrade and repair
I hope it gets sorted out quickly!
Put my upgraded but weakened rod up, and one regular (repairs 10 each) repeated 8 times. Then looked at my rod and it still said 5/5 of 85..
Idk, ill open a ticket when I get home. I was able to restart the game and repair again and had no problems. So ... idk what the problem was. I don't believe you even cam accidentally put the wrong rod up since they are greyed out.
