The quest is finnished ("Profound Flag"), but there is no one to hand over the finnished quest to at the given location?

One of the links actually helped "Darin wanders around the road in the Fogan Marsh and when you turn in the quest he may not be where you initially found him, or where the quest marker puts him in. See maps below for help on finding him".
