Guild Quest - Fishing?

How do I make sure I get the quests that require you to fish 2x Grunt?

You don't. A guild quest can be any Gathering quest. You can choose the size of the guild quest (the 2x Grunt is in the group that requires a 10k deposit), but not which actual quest you get.

You can get a fishing quest or not. If you do, it can be the Grunt quest or the Mudskipper quest (those are the only two fishing ones afaik).

Weird, I know a guild that gets the grunt fishing one 100% of the time

I've gotten the catch 50 Mudskippers twice in a row. That one is tough if you have a small guild.
