Amity shops and their inconsistancies

I have now run into 3 different Amity shops that charge different amounts of Amity per purchase. The first one I used took all 500 Amity points for the purchase of a 500 Amity item. The Furniture Dealer in Velia takes only 25 Amity points for each 500 Amity item. The Blacksmith in Velia takes 200 Amity points for each Amity item.

What the hell is going on, here? Why is this not consistant across the board? Why does the game not list "Required Amity" and "Amity Cost" separately?

Some NPCs require 1000 amity. Just the way it is.

I don't know that you understand what I mean.

My issue is that items in the shop will say that they require, for example, 500 Amity to purchase. Yet when I purchase said item, some shops will only take 25 Amity or 200 Amity. Others will take the full 500. There is nothing in the game indicating what the actual amount they will take is.
