Should I get the BDO (steam version) or the BDO non steam version?

Whatever works best for you. Just know that your website account and Steam account are separate.

There are no advantages apart from what steam offers (Track your hours, Steam achievements, Trading cards, badges, Screenshots)

getting it on steam is better for those reasons.

I like keeping most of my games on one single platform so Steam was the obvious choice for me.
I don't know if there's any big differences ¯\_(ツ)_/¯ I did hear that the non-steam version might work better in terms of performance but I don't know if that's true at all.

My friend plays in steam version but I am installing the non steam one. can I still play with my friend or should I just buy the steam version again :(?

Of couse you can play with your friend.
There are pretty much Zero differensces between Steam version and Website Version.
Zero. (at least Zero that might interest you)

The only thing different (that might interests you) is that you can Run the game from Steam , see how many hours you have into the game , Use the steam servers to Download the game (sometime and in some cases that's faster) , and have the game nice and tidy with all your other games in your steam library. That's all.

You two can play together. The only difference is that he'll have access to Steam servers, so make sure both of you select the same server to play together on (you can change servers at any time, though there is a 15-minute cooldown after each change).

theres no diffrences (besides the price ) everything eles is the same (except you dont need steam in the background) youll play with the same ppl since pc games use the same server (no point in wasiting money and making multiple swervers)

The steam version of the game has access to a few new servers that the other people don't get I'm pretty sure

DO NOT get BDO through steam! If you ever want to use family sharing and want to say play BDO while a family member plays something else you cannot. Their "family sharing" is a joke! Even though BDO is not even a game that can be "shared" it still keeps your family from playing anything else. in short even though it is called family sharing it is anything but, only one person can be logged in at a time, so you might as well not get any game through steam if you have another option.
