Report a translation problem
The UI blinking stuff is really only on the earlier quests that teach you game basics. However there are system messages like boss spawns, war declarations, market place listings etc. These can also be truned of in the same settings page.
A further tiop I would make mjight be to have a look at the settings on the chat window also. To do this hover the mouse opver the chat window and click on the cog. Personaly I would trun off all but guild, party, whisper, global, world and server for now. World and server is one you may wish to turn off but these are used for guild recruiting, scroll party recruiting and general server chat so that would be entirely your call.
i think the black spirit did a reasonable job of pointing me in the right direction toward quest hubs at different level ranges. in the quest log there should be a list of the quests that offer inventory expansion rewards, most of those come from the black spirit.

I just have to find a less busy area and sort myself out lol.
(and yes, if you are coming from ESO, the UI is super cluttered with a lot of unnecessary info. Play around with the settings and turn as much stuff off as you can is what I'd recommend).

So far I've turned off all the notifications that dont appear to apply to me atm...i intend to go through as I'm more experienced and add things in if I need.
I also turned off most chat except world, guild, party, say and whisper
I even rebound some keys. I hope that doesn't effect too much. It appears the tooltips updated with the change.
Example for wizard I rebound interact to E and that ability to R. As I happen too use R for a heal keybind in Wo w.
Also swapped quests to J and dye to O, because well... A decade of hitting J to see your quests is hard to change lol

One for whispers, guild, etc (Private stuff).
And one for general chat/trading, etc.
It will keep your sanity intact.
I also have one for items looted and XP gains. but I am a number cruncher, thanks to years of WoW.
It's under outfit NOT costume, so Idk how that works. Is it actually gear, and does that mean it's usefull besides looks?
Still doubt it's worth $30 tho heh..
Should be available for in game money on the "auction house" if anyone is selling it that is.
