Cannot Configure Settings at Title Menu
So, this is a little hard for me to explain as I have never had this happen before in a game. Basically what's happening is at the Title Menu I can't click on the settings icon to change my resolution. This matters because I think the game forced the picture to fit on my monitor and now it thinks everything is much much lower and to the right than it appears. I can manage to click on Start and Quit but that's it. I even tried to quickly make a character so I can try and change the settings in game, but I cannot click on a server to enter it. Does anyone if you can change settings in the game's local files? Has this happened to anyone else?
I'll try and change some settings in the Nvidia Control Panel and see if that helps, maybe I'm lucky and it is in borderless windowed mode...

Does the steam version have a launcher? There is "settings icon" in the upper right corner.
You basically have higher resolution than its set in game. Black desert can support 8k resoltuion since few patches ago.
You can change the resolution manually by going to C:\Users\YourName\Documents\Black Desert > GameOptions.txt

In your My Documents folder there's a file called GameOptions.txt
You can tweak the settings in there but make sure your game is not running when you do it.

Documents\Black Desert\GameOptions.txt

The first few lines should look like this (My monitor is 2560x1440):
version = 4
adaptor = 0
windowed = 1
width = 2560
height = 1440

Set your resolution accordingly. Leave windowed to 1 if you want to keep full-screen window mode.

I had this same problem and tried a solution I found while having a similar problem with other games.

1. go to the file location of the game
2. right click on Black Desert Online Steam Launcher.exe and select properties
3. go to compatability tab and check the Override high DPI scaling behaviour box and apply

I hope this helps others that the other solution doesn't solve the problem for

Yeah that is what I did to get 4k res working on right.

Had this same problem too but I am too lazy to do other stuff, so I just moved cursor around until a button glowed and fixed things from there.

THERE IS NO SETTINGS ICON IN GAME LAUNCHER. THERE IS NO UPPER RIGHT CORNER SETTINGS ICON. I AM STUCK WITH RUSSIAN LANGUAGE WITHOUT ANY WAY OF CHANGING LANGUAGE. ONLY MINIMIZE , CLOSE AND THE VERSION NUIMBER
