Where can I get the Mechanical Skeletons?

I need them to promote my X1A2 Stuart Metal Maiden.

When in the main screen go to "Store". after that, go to "Exchange" and go to "Exchange" again.

You need to go to "Exchange" not "Material Exchange", Material Exchange has food and petrol.

The "Exchange" option doesn't appear. Is my level too low?
