You need ANA/US/UK infantry unit boarded in infantry military transport to get roadblock feature. And not every scenario have civilian car/roadblock feature enabled. In the skirmish mode You enable in options while generating a new map.
As with police car, if roadblock feature is available in scenario, then police car will have it also - You just need an infantry unit to board it and police car will get option to deploy roadblock with attached infantry manning the roadblock as a result.
In addition, police car can gather intelligence from settlements (with campfire) just by driving there - no need to dismount infantry inside settlement for that.
And the last thing - they are really fast on the road and can cover larege distances. They proved handy in getting wounded infantry back to the base really fast.
Klavs, thanks for the great info update. I only tried the Jackal with UK Marines and no roadblack showed up.
Will it have the icon on the vehicle, in game, just not selectable until Infantry unit's are loaded? Just curious how I will know if the roadblock is available in the scenario/campaign.
Yes, you have to get infantry on Jackal/MRAP/ANP for roadblock icon to show up. So, you can do it on first turn to check if campagin mission have this feature enabled.
Also, you can wait until civilan cars will spawn. If this option is enabled, cars will start spawning since second turn.

I know the pain ;) And those nullpointer exceptions usually happen after quite a long play.
