Where can I catch Fulgur Fish?

In the steam guide it says any lake or river when it's storm... not sure what to do.

I'll try goldlake at night in spring, hope I can find it! Do you recall how it looked like in the water?

I caught mine by the flour mill by the cooking town. I caught one in both sunny weather and rain. The shadow was fairly large if I'm remembering correctly.

I caught a bunch in goldlake in the rain. In fact, I had a hard time catching anything else; they seemed to have temporarily replaced the lace fish while it was raining (and it was lace fish I needed)

P.S. their shadow in the water is ginormous. Much bigger than they actually are.
