Report a translation problem
The stage to which you are referring requires the following:
1. $800,000 in your bank balance with no debts to the bank owing.
2. ANY two Commissions that have Deluxe Rooms (all rooms upgraded).
Even if you have not personally taken out a loan, you should check the bank balance screen as the previous manager of the HQ you have taken control of was not very good at managing the business. As such, a loan of $75,000 has been taken out and will need to be paid back before you can complete the level.
Sorry, if this was not obvious. This particular 'story' behind the mission was cut when we were shortening the text.
Once that is done make sure you still have $800,000 in the bank, and that you have two Commissions with all of the rooms upgraded to the Deluxe level. Remember, the Commissions are the special buildings that your level 5 tenants can unlock by producing Building Plans such as the Welsh Cottage, and the Gothic Church. :)

As it happens, if you are on the HQ screen there are similar looking buttons which can be used to decrease/increase the rent of all of your tenants. Very useful if you are setting up renting tenants for the first time.
Hello. :) Well done on your progress so far!
A few hints to help you:
The first task requires two estates. Each estate must have a Georgian, an Atlantan, and a Mock Tudor residence. The Georgian, and Atlantan are both level 5 houses whilst the Mock Tudor is a level 4 house.
The second task requires that you have three Wood Factories on the same estate. You might need to demolish any Wood Yards or Factories that you already own. I am assuming that you know the Wood Factory is the upgrade of the Wood Yard, but if not, then you can upgrade to one by clicking the Wood Yard and then clicking the Upgrade Current Resource button (default hotkey is A).
Also, be aware that there is a three year time limit on this stage.

This stage can be a little tough at first if you do not have any land available. If this is the case, then you must demolish the properties on up to two estates. However, the best thing is to demolish up to three because you will also need to construct an industrial estate (click to the next page of the briefing with the arrow to see that part).
Once the estates are ready you must build one of each building:
* Georgian
* Atlantan
* Mock Tudor

Make sure you have two estates with each of those properties. Once that is done then you will complete the first task.
The second task is to build an industrial estate with three Wood Factories on it. You will need to demolish the existing Wood Yards that you own. Once this is done, build three Wood Yards on the same estate, and then upgrade them all to Wood Factories. This will complete the second task as well as the mission.
You should be able to complete everything quickly, but be aware that this stage has a time limit of three years!

You require two estates that have all three of the buildings on them. This means you must have a Georgian, Atlantan, and Mock Tudor all on the same estate, and you must have two estates that meet this requirement. Similarly, the three Wood Factories must be on the same estate, but they do not need to be built on the same estate as the houses.

The rooms do not need to upgraded. In this case, it is the houses themselves which make the estate a luxury estate. Generally, if upgraded rooms are required it will be mentioned as something like "Deluxe Beach House" or "Superior Brick Housing".
Normally, you can review previous messages by clicking on the Review Missions button, and then clicking the Review Previous Messages button in the command card. However, this button is not currently present within the missions.
