Fortunately, this is just something you are missing. With this complaint you need to make sure each tenant with the complaint has the same garden objects as the other tenants. For example, if you have a house in the middle with two trees, a rose arbour, and a green house, you need to give each house that complains exactly the same items. In the case of the trees, they are useful to avoid future complaints if the tenant did not previously have any trees. :)
In a simpler form the condition/goals are:
Condition: Neighbour either side has more of any garden object than you do. - specifically, this means more of a specific item such as trees, greenhouses etc.
Goal: Equalise or beat number of garden objects with both neighbours. - match each garden with the one next to it in numbers of each garden object. Placement of the objects do not matter.
There is a little extra planning involved if you did not leave enough room in each garden, and you might end up needing to demolish extra objects in the other gardens to equalise the numbers. This might trigger other complaints, though, so be prepared for them.
Try to equalise the objects, though, because you might inadvertently trigger more complaints!
By the way, do not worry too much about black marks. If you reach the end of the meter a tax increase will be imposed, but it will not spell the end of the game for you. You can off-set the tax with Accountants (created by having four Yuppies in your town) later in the game.

You can still get super tenants even if you are the only development firm in town. :) Each level after level 2 has two different super tenants for each tenant. See below:
Level 3:
Nerd - Financial Advisor (Decreases Bank interest rate for you/Increase bank interest rate for rival)
Major - Watchman (Your tenants will never become squatters) - very useful if you want to kick your tenants out for any reason.
Level 4:
Yuppy - Accountant (Reduces annual tax rate for you/increase annual tax rate for opponent).
Professor - General Practitioner (Your hospitals work more efficiently/your rival's hospitals work less efficiently).
Level 5:
Bowler - Magistrate (Halves prison sentences for any of your undesirables in rival prisons/doubles prison sentence for rival undesirables in your prisons).
Sloane - Insurance Agent (Your destroyed buildings compensate you up to half of their original values).
Regarding the trees, they do not matter for the complaint. It is just good to have at least two in each garden to avoid complaints from tenants about wanting trees. :) I was assuming the house that was complaining had an empty garden (fixed the wording so this is clearer in the previous response). Some tenants may even complain about having trees (or a specific type of tree) so take note of those ones! I won't spoil that. :)

yeah i now got a problem with tier 5 and then this issue. i have to small a garden to forsee the tier 5 tennants complaint for a presentable garden as i have professors in both and it taakes a shed to satisfy this one andi cant put in mroe then a shed andor garden furniture and/or arbor
Depending on the size of the Level 5 Tenant's garden they will generally not complain about wanting what the other tenants have in their gardens. Instead, they will ask you to make up for it elsewhere (upgrade rooms to deluxe and reduce rent).
This also applies to the other levels of tenant that have similar complaints.
What was the complaint for the level 5 tenant? There are quite a few, but I will make a couple of suggestions for the common ones.
If it is something as simple as arboreal adornments then Trees will suffice.
If they have asked for a Rose Arbour then that will do as well.
If it is the "nothing to stare at/sit on complaint" then depending on the garden layout you will need to rearrange things to at least fit 1x Garden Furniture and 1x Rose Arbour. Placing a Garden Pond instead of the furniture or arbour will also work, but it needs at least 2/3 of the items to be fulfilled. This complaint is one of several which can be avoided entirely if the tenant is happy. In this case, at least 50% happy.
Sometimes you will have complaints that you cannot immediately solve, and in this situation you will need to either consider ignoring the complaint, or kicking out the tenant and appointing a new one. In this case, be sure you have at least three Majors in your town (every third Major is a Neighbour Watch Commander) to prevent them from becoming squatters. You can also scare them off with ghosts, and then recall the Ghost - a little mean but you've gotta do what you've gotta do. :)

Some of the complaints are definitely real thinkers. :) They can have multiple solutions such as when a tenant complains about an undesirable. In that case, you can choose to remove the undesirable, build an appropriately solid fence, or switch them to paying rent. A little bit of experimentation is required here, but the discovery of these less obvious solutions is part of the fun (or frustration!) of managing the picky tenants.
Build, build, build is the baseline experience and is actually a good starting point to get used to the game's progression. When you're ready you can move on to trying out the rest of the scenarios and seeing how you do against an AI or two. Within the Gameplay Options (Options -> Gameplay) you will find several things you can tweak about the AI, and this should allow you to slightly tailor the experience to your liking.
