Report a translation problem
To unlock the fifth level homes you need to build the level four homes. Once you have done this you can then start working on the level five ones.
With level five homes you can then place your level five tenants inside which will then have the option of producing commission blue prints. Keep in mind that as soon as a blue print becomes available you must use it - otherwise the next one that is designed is wasted. Level 5 tenants are picky like that...

What I've done is had level 2 houses creating cadets. I watch them finish and nothing happens. I still only have 2 officers running around.

Police Cadets are just the first stage of your booming police force. To take advantage of the you will need to continue to use your Police Station. As you've mentioned you have two officers already, you should be familiar with how to assign them to estates, but if not please read on.
To assign additional policemen go inside the Police Station. Once inside, you will be able to interact with the minimap estates. Coloured estates are where patrols are already stationed. White estates (though, we've added a tint of team colour to them for the next patch) are estates with not patrols, but which may be assigned patrols. To be able to assign a patrol to an estate it must have at least one building on it.
Back to assigning policemen... You will need to click a white estate on the minimap and then press the assign policeman button in the command card for the building. See this[imgur.com] image. You can decommission policemen by clicking on an estate where you have a patrol already, and clicking that same button.
