Constructor Plus is standalone so will not include a copy of HD in the sense that the content in HD will already be part of Plus as well. If you wish to buy HD on Steam, then we would recommend buying HD whilst it is still on sale.
The Switch version has all the same content as the PC version of Plus at this stage except for multiplayer which it does not have at this point in time due to technical issues. The Switch version is currently live on the E-Shop if you wish to purchase it.

I think I'm a bit confused now. Is Plus a remake, an engine update or something else?
It is easiest to think of it (Plus) like a standalone expansion pack that comes with all its own content, and also certain additions like retail businesses and the space set which are not in HD.
Part of being standalone means that it does not require that you own Constructor HD to run it. It will also come with the two building packs that have been released. Therefore, if you purchase it on the Nintendo Switch you do not need to have separate DLC downloads for the older DLC, and if you purchase it on Steam, Xbox One, or PS4, this DLC is now standard content for Plus.
The main difference it has from a traditional DLC expansion pack is that it will be counted as a separate game rather than part of this one so it will have separate achievements, updates, leader boards and things like that. :)

I don't really know. I used to own the old Constructor game, and I don't remember that one having multiplayer (but if it did, I definitely never played it). I can't even imagine how it works in MP. But thanks for clarifying! I think I'm leaning more towards portability on this one.
